I think you are confused about the stream. Firstly bca is offered to students which have computer as one of their subjects along with physics, chemistry and maths. But this may vary from one college to other. Some colleges do not offer this course to art students.

NEET basic eligibility criteria includes, you must have passed in English and in both the theory and practical  of PCB i.e.Physics, Chemistry and Biology

Many of the DU colleges have their own hostels.

Yes. Delhi college of arts and commerce(DCAC) do have their own hostel. The fees is around 10,000 per month.
extra expenses around 4000-7000.
