Yes, you are eligible to apply for GNM course after completion of class 12th in Arts stream from a recognised board. You must have studied English as one of the subjects. Several institutes only accepts class 12th with Science stream for such Institutes you are not eligible to apply.

Minimum eligibility criteria for pursuing BBA is 10+2 or equivalent exam with minimum aggregate of 50 percentage from a recognised Board.

But Some Colleges gives have minimum eligibility criteria as 45 percentage for General Category candidates and OBC Category candidates and 40 percentage for SC/ ST Category candidates.
