Actually, there is no such thing as cutoff there will be ranking everyone can Take CS but the fees will be varying like in my time it was 250000 till 10k rank and then after that, anyone who comes will have to pay 350000.u can message me if u have any doubts. I wouldn't personally recommend you taking CS because the batch strength is in thousands which is not really good. Manipal is good in terms of strength it's very less as in some 250 kids compared 1700 in SRM.

If you are talking about top colleges in Arts then they are generally are the colleges of delhi delhi university. And every year the cut off ofof Del University is very high, so with 78% i don't think you can get any top college but if you are from some category or something you may end up getting decent college.
