For your knowledge, PWD does not include speech disability criteria in it so I am afraid there is no PWD category benefit for you to in NEET.
If your speech disability is more than 40 percent then you are not eligible for any medical course. But you can definitely try for other courses.
If it's less than 40 percent then you can apply for medical courses.
Since you have not mentioned your category, I will assume that you belong to general category. If your stammer issue is not that severe please give another attempt to get MBBS course.

In Assam there is only one government Ayurveda College which have around 50 seats for BAMS course. According to previous year cut-offs trend, at your score you have low chances for you to get government college for BAMS in Assam. One must score atleast 390+ marks in NEET UG exam.
But remember that cutoffs changes every year due to various factors such as number of students attempted exam and number of students participated in counselling, difficulty level of exam, reservations and more. So nothing can be predicted with certainty until the official announcement of cutoff.

The requirements for assam state quota are as followed
Aspirants must be a citizen of India. The minimum age of the candidate must be 17 years as on 31 December 2021. Each candidate must have cleared 12th standard with English, Physics, Chemistry & Biology. Students must have studied from class VII to XII from the schools of Assam state.

Yes, there is only one NIT in Assam which is NIT Silchar ,so if you want Computer science branch for an NIT your only option is NIT Silchar but there are many other good government and private college which offer Computer science engineering in Assam and all over India so you can also choose other state NITs but you will not get admission through the state quota you will be applicable through all India quota .Assam also have IIT Guwahati.
