The only university that accepts JEE scores outside India is the National University of Singapore (NUS). The university seeks par-excellence, academic achievements, (hence the reason that it accepts JEE scores), extracurricular activities, and your SAT score.
Queen University Belfast also accepts JEE scores to admit Indian students, into several courses. However, automobile Engineering is not offered by the university.

Since in 2020, you gave your 12th with Biology subject, so you are fully eligible for NEET. They won't reject you just because you gave 12th twice with different colleges. So, you can relax about it and focus solely on your NEET.

Yes technically you could study AI in some colleges, but that would be a tough process to enter there. Because for that you have to show what expertise you already have in the field of AI and ML.

To become an automobile engineer you have some elgibilty criterias,such as candidate must have passed class 12th or equivalent examination with science stream (Physics, Chemistry and Maths). Candidates must have also appeared for national-level engineering entrance exams. Some candidates also pursue M.Tech in automotive/automobile engineering for better job prospects and salary packages.
You must be in the PCM stream in +2.

Neither Mechanical nor automobile will give you the enough skills to design a car. You'll only be able to understand the working of it.
Now coming to your question its mechanical engineering that will help you have a better understanding because you'll be learning about more domains (design , manufacturing, thermal etc) which will give you much better idea .
