In order to get admission in any medical courses one must get atleast 300 marks which is of safe side ,to get admission .
As you grabbed 281 in neet there will be chance to provoke in getting in private colleges of ayush medical courses .
The private sector also provides fee reimbursement and comes under counselling seat only , don't worry many of my friends kept going even with 200 marks.

AYUSH stands for Ayurveda, Yoga & Naturopathy, Unani, Siddha and Homoeopathy. Ministry is purposed with developing education, research and propagation of indigenous alternative medicine systems in India. The counselling of Ayush Courses in Andhra Pradesh (AP) for 2020 will be done by Dr. NTR University of Health Sciences Andhra Pradesh (AP). The Andhra Pradesh (AP) Ayush Counselling-2020 will be done in online mode.

In Maharashtra, there is State quota for 85% reservation for home state candidates and the rest 15% of the seats are available for open counselling.
Secondly, you can't join the counselling process directly to the second round, it you have not attended from the initial counselling process or from first round.

There are Different Rules & Regulations for All Rounds of the Counselling.
Round 1: Free Exit
If you are taking Admission in BDS during Round 1 of All India Counselling or State Counselling and later you got Govt BAMS Seat then you can take admission in BAMS, For that you have to Withdraw your Documents from your BDS College and you have to obtain Relieve Order.
Round 2: If you didn't report to Allotted College of Round 2 then you can take Exit with Forfeiture of Security Deposit but If you have taken Admission in Allotted College of Round 2 then you are not Allowed to leave your Seat and you will not be eligible for further Counselling processes of any Counselling. But Still after Round 2 you want to leave your College then you can take option of "Resign" and you have to Penalty on the Resignation of your Seat and Penalty Fee is very High in Private Colleges (in lakhs).
