Fees vary from college to college. You haven't mentioned the college name so I will write the approx. Fees charged by the top institutes you can relate to it likewise.
In DU university fees for B. A English, History, Political Science, Journalism, Economics is between 10-20 thousand.
Whereas many other colleges under DU charge fees between 30-40thousand.
The University of Mumbai charges fees of around 10 thousand.
So fees depend on Universities and colleges which are under a particular university.

I am sorry to inform you but choosing Physical education in best 4 while opting for BA political science will lead to deduction of 2.5% in the total percentage.
Physical education can be choosen as a academic subject only when you are opting for physical education hons or BA In physical education.

First of all both the eligibility criteria of UPSC and IBPS PO clearly states that candidates need to pass graduation in any discipline from a recognized university, hence you can pursue bachelor's degree in any stream. it's entirely up to your choice but BA Hons in Economics can be good option as in terms of appearing for UPSC with general studies and optional paper, and to a large extent it will help you in banking exam, apart from this one of major difference between the two exams is UPSC has MCQs in prelims but mains is subjective, in IBPS PO both the stages are in MCQs with one descriptive paper in second stage, and banking exam requires speed and precision, over the years the difficulty level of questions in banking exams have too increased, hence practice is of utmost importance to qualify the same.

The eligibility criteria for the course is passing 10+2 from a recognized board securing 55% aggregate in either English or any of the languages from List A1, and set of best three subjects that is to be selected from List A and B respectively out of which one must be the subject in which the candidate is seeking admission, failure to do so will result in deduction of 2.5% imposed on best four aggregate.
Physical education is considered elective/academic subject only when doing honours in physical education. Otherwise choosing Physical education in best four will lead to deduction in marks.

If you want to take admission in any course then at first you need to give the entrance exam and for every program there is particular age limit to to eligible for entrance exam.
For all UG courses one must age should be under 24 year otherwise they will not eligible to sit in th eentranc eexam. As you want BA degree which is UG program so for this course you are not eligible as you have crossed the age of 24.
