The answer to your question is a big YES. Delhi University offers courses in the field of BA and Bed. Although the criteria for both is a bit different.
For BA there is no exam conducted, students are admitted on the basis of marks scored by them in 12th class. If they meet the cut off of a particular college they will get admission.

As per the eligibility criteria for IFS exam released by UPSC, the candidate should have graduated in any of the following discipline :-
Animal Husbandry/Veterinary Science/Botany/Chemistry/Geology/Mathematics/Physics/Statistics and Zoology
Or
Should have bachelor's degree in Agriculture/Forestry/Engineering, but as you have mentioned that you have completed your graduation in Arts stream so you are not eligible for IFS exam. Also if you have studied Environmental science as a subject in BA then it doesn't means that you have graduated under any of the above discipline because your main stream of graduation is checked for eligibility.

UGC have approved to allow students to pursue two graduation degrees at the same time, but you need to pursue one as regular and other as distance education.
So you can pursue Bsc as regular because it requires lab practicals etc and BA as distance learning ( from open Universities like IGNOU).

If you are promoted BA 1st to BA 2nd without giving any examination or any online examination due covid pandemic situation then you are not failed any subject dear. You are not giving project fee but you are promoted that means it's only possible for pandemic condition. Otherwise you have to give this examination again. So give fee within time keep it mind. Otherwise after recovering this situation you are not able to promoted in any stream from any college without giving any fee or examination.

When you discontinue the course in the college in which you are currently studying the college management will return your original certificates which you have submitted at the time of admission. But you will only get your certificates if you clear all the dues and can leave the study in the middle. We would suggest you to enquire in your college regarding the discontinuation of the study.
