Yes, you can choose economics in your B.A (Prog) inspite of not having mathematics as a subject in your 10+2 class.
But you must include political science and economics in your 'Best Four' otherwise there will be a deduction of upto 2.5%.

Both the certificates are valid for journalism. You can go either for BSC or BA mass communication.
.
Difference is,
BA is only about arts. All the subjects will be related to arts and and you will have no other things out of subject.

According to DU 2019 cut off trends for B.A (Prog) History + Political Science, it's estimated that you can get the following colleges in the first or second cut off  since you didn't mention the category so I'm assuming a UR category -

1. Aryabhatta College
2. Bharati College

Delhi University officials have confirmed that  the DU 2020 first cut off date will be announced on September 24 or September  25.
