see you may not get return back your tc and character certificate, because it may not be in the institute policy, however you can surely join bba course from first year by basis of your 10+2 score or by clearing entrance test, you need to apply to the head

if you want your certificates then collect it by writing an application. write an application to your department HOD for getting your certificates back. if you mention that you want to apply for another course then they will not give you.

Since you have not completed your BA course, your highest qualification will be Class 12 or equivalent only.

You will have to seek admission based on this.
