You can choose maximum three languages from any of the two clusters, You'd choose any two like one can opt for Spanish and German from the first cluster and the other one Korean from the Second. So Maximum You can choose three languages from maximum of two clusters.

ICFAI Law school india offering this course, however since LLB is a professional degree, the main specialisation is in LAW papers like Criminal, corporate, environment, constitutional law etc. However there is also compulsory subjects like Law and Psychology
Even if you can't get through the UPSC exam there's nothing to worry about it then you can pursue master's course and at the same time prepare for UPSC or you can look out for some other exams also like SSC, NICL or Banking any other government exams.
