BA in Economics you can do in Hindi also but it is advisable that you opt for English as a medium after all at the national level the notes, question bank whatever you get on the internet it is available in English. You will not find any difficulty in that. 

Hi, in Madapally college Kerala several B.A. and M.A. courses are offered. In Madapally college bachelor of arts and master of arts in English language & literature is available only. No other courses related to English is there.So, according to me BA functional English is not available there.

With BA (H) English you can become a lecturer, you can go for civil services exams, media, advertising, writing , publishing etc.
