I'm sorry to mention that without writing entrance exam i.e neet and without getting qualified you cannot take admission either in state quota or management quota for taking that course by any means you need to appear and qualify the neet entrance exam.

Without passing NEET, you will not be qualified for a BAMS seat, not even under the management quota. Since the management quota is only available to applicants who have successfully completed the NEET exam.
