You haven't mentioned the exam you are enquiring about. Neverthless, ou will have to fill in your Category as General. OBC-NCL is for annual income less than 8 lakhs per annum. Those whose annual income is more than 8 lakhs should select General Category though they belong to OBC.

Answer of your question is definitely yes you have to pay the fees of whole year . Your college take your original documents during admission procedure . If you are not clearing the yearly fees then they will not bound to give it back to you .

Can't tell about world but there are many people in India who have more faith in Ayurveda or Homeopathy than modern medicine. So ,yeah it is indeed an option for them who don't get modern medicine to study. 300-350 the n NEET is enough to get you into these streams.
