BHU provides numerous courses of post graduation with varying no. Of seats. Selction may be predicted with you secured rank if your course has around 100 seats but with having seats of around 30-40 it is difficult to get selected.

With your secured marks you are surely eligible of counselling. But getting a seat there cannot be exactly predicted. You have good chances of selection with your reserved category. It is suggested to actively participate in counselling process.
There may be some network issue. Sites do not work properly sometimes due to technical problems, you may wait for a day or two it will be downloaded easily. It is advised to collect all the required documents to avoid last moment hustle.
BHU provides lot of courses under management like MA in tourism management, corporate management, etc. Since you are noy clear with your course it is difficult to tell you exact information but if you have received the counselling letter you must participate in counselling as the selction also
It is difficult to get such scholarship in the particular course in BHU or other univeraities but students are given scholarships on other different criterias like minimum annual income, good marks, defence, etc. for which you may apply if you are eligible.
As per last year cutoff, selection was made upto 695 obc rank for B.com course. But the citoff variate every year so it is difficult to tell the exact chances of selection but if you have received the counselling letter you must attend counselling as it also depends
