See if you will try your best you can do all of those three things. But then in this way you cannot do do anything in a perfect manner. Because those three things are from three different fields. Suppose you make your schedule to do your MBA degree in morning shift generally from 10 a.m. to 3 p.m. , and if you do your BPO sector job in night shift from 12 a.m. to 7 a.m. which is a very general slot. Then only 9 hours will be left to you. In this 9 hours you also should have a sound sleep, to maintain your daily life, which can be up to 7 hours and in between only two hours you can get for your government job preparation which is not much enough.
So my suggestion is that you can do to your MBA from distance learning method, which may be e not so much effective because you will not get any practical classes on distance learning, but you will just get a theoretical knowledge and this degree. Beside of that you may can prepare for any kinds of of government job. And in morning sheet you can do the BPO sector job. I think this will be best for you.

If you want to do retail banking after ba honours political science ,then yes you can go for it but political science will not provide you skill and knowledge required in retail banking so firstly you must do a diploma or course so that you can have a good understanding of things about retail banking.

Sorry to say but you didn't mention that which stream you want to join in Delhi University. If you join accountancy then banking is good option as elective subject if it's available in your college.
