First of all if the eligibility criteria of a job is merely graduation from a recognized university then pay scale will be equivalent to that, even you have completed master's degree you won't be paid higher simply because you are more qualified than the eligibility criteria of the concerned

NTC belongs to dhanger caste. NTC category comes under OBC quota. As you said there's no option of NT C in application form, choose OBC as your caste while registering or while filling application. Until and unless your particular caste is being asked, choose OBC as your caste while filling
