The registration will be most probably start from the second week of July.

The admission for the B.Arch in AP University will be totally based on your score in NATA or JEE Main

No, you cannot get an admission in any college thorugh UPSEE because in order to be eligible for the same, you should have secured atleast 50% aggregate marks in PCM. Then only you will be alloted a college in any round. which clearly is not in your case.
