1. Both options are good. If you take bsc, then you learn about software or coding language while if you take BCA then you learn about software as well as hardware.

2.In my opinion, Java is better language than python but it's hard.

Jamia millia islamia, new delhi doesn't provide BCA course. It provides courses such as diploma, ph.D, M.A, B.ed,etc.
