Fee depends upon the university you get admission in. At Delhi University the fee is around 8000-10000 for one year.

Sorry to say but you can't do M.Com until you completely clear you B.com. To get admission in any college or your preferred SBRR Mahajana First Grade you would need to clear all your backlog. And you will need atleast 55% in B.Com to get admission in any college.

The last date for School of Open Learning admission in BCom Course is 31st July without late fees. 

With late fee (200 rupees) late date of admission is 1st August-31st August,2019

The exam conducting body (SBI) has not prescribed any minimum percentage in order to appear for the exam. If you have completed your graduation (in any discipline) from a recognized university and fulfill the age requirement then you are eligible for SBI PO and SBI Clerk
