if your counselling is over now then the college will start from first of august . the session for bsc hons students also started from first of august and i am talking on the basis of this . the two major holidays are eid ul adha 11-12 august

As per your above mentioned marks lesser chance if you belong to general. For general candidate a minimum of 87 can be considered but if you belong to SC/ST then probably you can get admission in off campus. So overall there is lesser hope of getting B.Com at
As per my research on previous year cut off ranks of various colleges of IPU, you are eligible to get the following colleges, from which you can choose the best one during yoor counselling.

Semester break happens for two times in a academic calendar.One on December (winter break) and Second on June -July(Summer break). Odd Semester starts form July and ends on November and even semester starts from January and ends on May.
