The process of making gap certificate is that -
You need to draft the gap year Affidavit in a prescribed format stating the reason for the gap year.
You have to also purchase the stamp paper..
Sign the affidavit in front of notary public and make it authorised....
As for the current situation in the state, there is no centralised or unified application process for all the commerce colleges present in Uttar Pradesh whether it be government or non government colleges. You will have to apply separately for most of the colleges.

Bcom is better than BBA because it covers broader areas of commerce and MBA after Bcom is much better than BBA MBA. But if you are solely aiming for Management then bba will be better.
