Yes, you can definitely get Government Medical/ Dental College in your non domicile state.

But,

For government medical / dental colleges of other states you will be eligible through 15% all India counselling for which cutoff goes higher than  of 85 % state counselling cut off .

Cutoff changes each year due to some factors.

Your chances for BDS government colleges are low through state quota and AIQ quota. You can get admission to BDS through management quota.

As for bams, the minimum marks to secure a good college is 350+.You can try for bams in

Since you have not mentioned your category, I assume that you are from General category. According to last year, the starting rank was 14521 and the closing rank was 22098 for JMI. Whereas the  cut off rank was 8240 in AMU.
