You are not eligible to apply for the exam. I would suggest you to apply next time. There's nothing bad about it. Its actually according to the procedure and guidelines

After completing 4 years of studies, there is a compulsory 1 year of internship. This internship is given for almost of 1month in every department. If a student wants to complete his/her internship from a different college, they can definitely do it.

Stray vacancy means if any college have extra seats then they will organise this kind of round. Most of the college open the participants registration in their own website and you can go there for registration. In this case you have to register again for college wise.
