Well, that score is pretty low, but still you can get a medical college, owing to the fact that you have ST quota which will help you for sure. According to the previous years cut off statistics, you can get a seat through state quota under the government

No there is no bond fees structure in govt bds.you can absolutely study bds and prepare for neet side by side.you will be allowed to leave the seat after getting mbbs and that's all fine.Feel free to ask me in the comment box if you are having any further doubts
