Yes you can get bds seat through All India 15% quota may be in 2nd or 3rd round... States like Assam and MP, usually the cut off is a bit low as compared to Tamil Nadu and Delhi etc so while filling up the preference of colleges keep this thing

See as per your Marks-431 it is difficult to get a Government Medical Seat even if you have a state quota and another quota if applicable. You should have maintained a score above 550 to be on the safer side.

Kindly mention the home state and your category for precise help. Only for 85% home quota seats in Hassan Institute of Medical Sciences, Hassan the last admission was on 378 score and in Karnataka Institute of Medical Sciences, Hubli, cut off score was 383.

You can try for Government Medical College, Akola which had a cut off of 115214 rank or 357 marks for OBC category (70% regional seats) for mbbs.
For BDS, you can try Government Dental College and Hospital, Medical College Campus, Aurangabad or Nair Hospital Dental College, Mumbai.
