You may apply for GATE 2019 using your final semesters marks sheets, but you have to clear all your backlogs by August 2019 for admission to MTech.

The difference in the tuition fees for the BE CSE SS and BE CSE is Rs 25760 for the first and 19220 for the latter.
The refundable security ie Rs 9000 and the fees of Rs 7060 payable at the time of admission in the same for both courses.

Doing M.Tech in Architecture would be a good decision after B.Tech Civil because doing B arch will take 5 years more. Consider that the job opportunities are very few on completion of architecture.
