yes you can work in bank and railway on general posts but in railway, you can't apply for posts requiring specific skills of electrical,mechanical or civil engineering.

Yes you can change your college in 2nd year as well as branch if u want.
This can be done by applying for NOC that is No Objection Certificate which can help you to get admission in other college.
But a valid reason is required
