Cost of engineering depends on the college. Some collleges have more than 5 lakhs fee and some have below.
Genreally 6 to 9 lakhs is the total fee.
If you get full tution fee waive thenn you have to pay nearly 4 to 6 lakhs.

Yes , you can apply for fee remission in 2nd year . Fee remission depends on the family income of the students.
