Hello Aspirant,  You had not mentioned the college name for which you want to know the whether the college provide the holiday of Dussera. But I want to tell you that most of the colleges were not provide any holiday for Dussera. Only few of them provide.

If you are getting admission there then you can opt for any other hostel or mess around your college for a living. Most people do that. It is not necessary to live inside the campus or in the college hostel.

It doesn't matter from what type of institute you study in as long as you have a graduation degree that is a Bachelor's Degree. And that college should be recognized. You would be eligible for UPSC as long as you meet other eligibility criteria like age and all.
