There is a tution fee wavier for SC students, so no tution fees are required however other fees which is appplicable to all categories ranging about 20000 - 25000 is to be remitted annually.

If Australia is the place you chosen then you would not require GRE score for it. You need the TOEFL score and IELTS score that's all. GRE is required if you are planning for US.
No there is no difference in them. B Chem Engg is same as BTech in Chem Engg .
But Bachelor of Engineering in chemical is different( BE Chemical Engg ) which is provided in BITS i suppose.

It's up to you and your interest.if you wanna do Btech then choose Chandigarh university otherwise Dyal Singh college.
According to me, in Engineering have future scope and placements so go for Btech in Chandigarh University.
