from my point of view B.SC(Agri) is the best because if you are looking at market then all the pepoles are currently doing b.tech.so, i suggest you to do some different.so, you can go for it and B.SC(Agri) has good future also.

Dayal bagh institute is a much older and mist important a government institute. But gla university is neither that much older and is private. So dayalbagh institute is a better option.

Yes students will be transferred to the original campus in kota. And the construction will be completed in the end of this year. However you need not to worry about that since distance between kota and jaipur is very less.
