As per your rank in jEE mains you have chances for getting a decent college.
But, definitely you won't be able to make it to the top/best NITs/IIITs as your rank doesn't match as per the requirement.

No,  if you have already got a seat in a government college, then you are not eligible for mop up round. Mop up round is only for those candidates who qualified but didn't get any seat through counselling, in order to provide them the vacant seats.
