Yes you can get government college,but mostly they will not be that reputed.
But there are many good private colleges in which you can get admission.
Check the previous years cutoff to get better idea.

Hey! For four years of Bachelor of technology(B.Tech) the fee structure is as follows.
Year 1 – 1,08,980
Year 2 – 86,900
Year 3 – 88,900
Year 4 – 90,900
So, for four years the total fee is 3,75,680.

Yes, I think your mark is not too bad but it not easy to get IIT Delhi even you crack the gate you may get good marks. So you may surpass the standard of IIT Delhi and belong to OBC category may help you it give you a small edge
