As per your query.you want to know a for a job after completeing electronics and communication engineering. there are many privat or gov compnies are recuriting a ece student . also software compnies are recuriting a ece student.

Please clarify what you wish to know. Without completing Btech successfully, you cannot do Mtech. Since you are talking about getting year back in Btech, this means degree is incomplete.

However, 8 CGPA in Mtech in IITs is quite a good grade. So, placements would be good

No, as in government colleges there is no All India Quota which is filled through JEE Rank So u cant get government colleges for B.Tech in maharashtra and as per ur score in CET and Ur category as General Its likely impossible for gtting admission in government colleges like COEP
