Chances should be less with this rank but you can try for private colleges of Maharashtra, Punjab, Haryana etc.

Is BS from IISER equivalent to Btech?

Not exactly but if you are asking generally then BS is a degree program whereas B.Tech is a professional course but after completing both you will be called a graduate.
