Listen both the colleges are nearly the same in placement records,jamia is a well known institute while at IET,Lucknow you can get plenty of time for learning new stuff.

Sorry to say you that genetic engineering is not available in Rahuri University. This college focuses mainly on Agriculture and its researches. Don't lose hope because there are several government colleges offering this course .

however you may try some private university like amity university, lovely professional university where they have their own entrance test. and if you score good you may get scholarship.
