I think you are getting confused between GB PANT institute of technology , delhi with GBPUA&T (GB PANT UNIVERSITY OF AGRICULTURE AND TECHNOLOGY), uttarakhand , GB PANT institute of technology, delhi ncr offers only diploma courses where as GBPUA&T offers B.tech courses too.

Yes, you can go for B. Tech in Biotechnology even if you didn’t have mathematics as a subject during your 10+2. Apart from IITs and NITs, you will be eligible for government institutes. You may be required to clear the entrance examinations for getting enrolled into B. Tech
