It is next to impossible to get a seat with this rank. But I'll suggest you to try if special round or spot round is conducted as the cutoff falls drastically in it. Even in special round it will be very tough but still you can try.

The best solution is, ask your brother to prepare for his 12 exams. let him drop a year and start with his b.tech from the next year. 

he must prepare for the b.tech entrances once he gets through his 12th exams.

other courses that he can pursue are- BCA, B.sc

Yes you can apply for TANCA 2019 through your GATE score.All GATE and TANCET qualified students can apply for the TANCA counselling process.First preference would be given for GATE qualified students and then for TANCET qualified students based on the order of merit.You can also write TANCET 2019

Best options for you to go for iot is you can take admission in ece,electrical, case,applied electronics branch . This branches will be best suited for you if you want to learn Iot . This ate most likely departments for you .

Hiiiii Aravind!!!!! The main subjects required in 12th to study B. E. in agriculture are the basic science subjects like biology, chemistry maths and physics. Apart from these other subjects like English, etc.and you need to score approximately 45% to 50% in your 12th.

If you are passioante about graphic design,then you can venture into the stream.No stream is risky unless you don't enjoy it.There are students who have ventured into banking,finance,photography after B.Tech and are extremely succesful.So,all that matters is your interest and your passion to grow.
