As you have failed in chemistry in class 12 , you need to clear it to become eligible. It's not possible to join only with physics and mathematics.

The OBC NCL certificate is required once at the time of admission only after that it is not required. SO if you have produced your certificate at the time of admission you dont need to show it again and again.
First after completing this vocational course you have to do diploma engineering course.Only with that diploma engineering certificate you can apply in btech course in lateral entry.Without diploma you can't get admission in btech courses or even in lateral entry of btech course. Best of luck.

Fee structure varies with college to college.So please specify the college you want to get admitted. Generally in IIts now course fee per sem is almost 1.13-1.4 lakh .In private colleges it varies from 35k- 2lakh per semi depending on the college.But in state govt colleges it is very low
