Instead of taking the 2nd drop, it would be better to pursue BTech in CSE from Guru Gobind Singh Indraprastha University, Delhi. The reasons would be:
First they will consider your gate stream branch and you will be interviewed in the gate stream and as you will be not able to answer the questions as your BTech is not that stream so you will be not selecting

Yes Definitely , B.Tech Degree Holder is eligible for RRB ALP Exam. But there are also more opportunities for a BTech graduate in railways. You can give the RRB JE. It's the exam conducted by the railway for the junior engineer post and also have good scope.
