I'm sorry to inform you that there is no centrally funded engineering institute which take admission directly .In centrally funded institutes for admissions in engineering one can get only on the basis of JEE Score. 

In State funded Technical institute the admissions for engineering are done on the basis of

Yes you can take admission B Tech if you have PCM as your subject in intermediate. Then you are required to appear for Jee Main exams to be eligible for counseling process. BSc doesn't have any significance here so you can provide a gap a certificate for those
