Diploma students can apply for direct into the second year of B.tech programme. There are many university offer the programme through their own entrance exam.

You can also apply for JEE Main Entrance Exam but you will be eligible to apply for IITs only so after qualify JEE Main Entrance

you can apply any stream if you want in B.E there si no specific straem for you but on better suggestion i suggest you to go choice as per your interest while if you have basics in computer then go for CS branch its bhomming now

i am sorry to say 90% there no chances of shifiting of college while all your roll number and everything will be set . but you restart the UG program by writing the entrance exam
