Admission to IIT BHU is offered through joint entrance examination advanced to be eligible to appear for JEE advanced you need to be appear for JEE main and once you qualify JEE main you will be able to appear for JEE advanced only those candidates who scored very good marks
Diploma holders can apply for JEE Main to be eligible only for JEE Advance, They can not use JEE Main score for the admission in NITs or other colleges, They will be eligible to take admission in IITs only for B.tech in the first year through JEE Advance.

Your btech completion certificate is only based on your grades obtained in your 4 yr course. Gate is an entrance examination for further studies in other colleges.So your btech certificate is independent of gate exam.Approach student office in your college to ask for certificate and make sure you dont have
UPES dehradun is a good college but its fees structure is very high its around 13-14 lkh excluding hostel fees if you can afford its better to take admission because its placement is really very good and infrastructure and faculty are also very good . BOTH the universities are private
See if you want to hear the truth then I would suggest you not to take civil branch in any private engineering colleges the position of civil engineering is not that much good in IITs too and most of the IITans in branches like civil, chemical ,mechanical etc studies CSE

yes there will a job opportunities for this course in pharmaceutical companies,research labs (govt and private sector)and also in institutions.But as per my survey/view the job opportunities is less than others. so you can do your masters/doctorate/MBA in this course.you may have better options.
