If you have arrears, you are most likely not eligible for appearing in the entrance exam. So, you need to clear the arrears first before considering appearing in GATE.

After completing the b.tech you can go with the campus placement. Or you can go with the gate where you can b placed in national level company.
Or the company will conduct the off campus interview you can apply there too

This depends on which type of college you want to take admission.
Some Colleges are give direct entry based on 12th marks. But if you want to study in good college you need to give jee mains exam which is most common engineering entrance exam. Mostly college allow the
IGNOU does not offer B.tech programme. MHRD has banned the technical education like B.tech & M.tech programme on distance mode. No Institution is permitted to offer Diploma, Bachelor or Masters level programme under ODL mode in Engineering and Technology now as these programme is not possible without Lab or practical.
