Since you have asked this question months ago, I hope you have taken admission in any decent University.
Answering to your question, B.Ed can be pursued by distance learning. There are Universities which offer the course. Some of the decent Universities are- Indira Gandhi National Open University, Jamia
You have not mentioned which university. I also dont think part time B.Ed is really valid for GOvt teachers. Pls tell us which state and we can check the details for you as each state run school will have different rules.
You will have to contact the officials for the same or you can visit to your study center if it is still there as they can only help you in this case.
