Yes the PSU's in india like IOCL,ONGC,BPCL offer 7 digit salary to chemical/mechanical/electrical engineers who qualify gate with a decent rank especially those who are between 1-200.
Because these PSU's come in the category of 'Maharatna Companies' so they stop sending call letters around 200 rank.
But not everyone gets a salary of more than 10 lakh per annum,some students who are having a good gate score and have passes their interview portion are able to grab a salary about 10 lakh or sometimes more.
Sometimes ONGC and IOCL can give the candidates a salary package of about 15 lakh per annum.
The students of Chemical,Mechanical,Electrical get good opportunities in these PSU's apart from the perks offered by these govt.companies.

Well see i understand that you are an it engineer and yet you want to join psu, that also BPCL. Well there is not much news aboutt but as i thinkthat many technologies have been introduced in bpcl,iocl etc. Whch needs regular programming and coding. Also in management sector they are introduced.
So yes they have scope but not that much.
Yes, you can apply for Bharath Petroleum Corporation limited. BPCL recruites candidates who has given GATE exam 2019.But the deadline to fill the application has passed away. The notification was released in february 2019.The notification for 2020 will be released in in february 2020.It is too late to apply now.

BPCL Recruitment through GATE 2019- BPCL (Bharat Petroleum Corporation Limited) has released notification for selection to the post of Management Trainees through GATE 2019 Score. The graduate trainees recruited must have passed Mechanical and Chemical engineering with 60% marks (55% for SC/ST) in the course.
The candidates have to submit an online application released from January 08, 2019- February 02, 2019 (tentative). The application form for BPCL Recruitment through GATE 2019 is free of cost. The candidates have to initially enter discipline/stream of engineering pursued, GATE Registration Number, upload a photograph (JPEG, Maximum size 50 Kb), personal and academic details.
GATE Application form can be filled from September 01, 2018
Last Date to submit the online GATE Application form is October 01, 2018
GATE Admit Card will be available from January 05, 2019
GATE Exam is scheduled on February 2, 3, 9 & 10
BPCL Recruitment Application forms will be available from January 08, 2019
Last date to submit the online application for BPCL RecruitmentFebruary 02, 2019 .

these both companies lbharat petroleum and oil corporation of india , hindustan petroleum and oil corporate limited are owned partially and runned by the control of the central government and these companies come under PSU's as government made gate as the compulsory criteria for the recuriment so it takes employes only who qualifies and gets a good score in gate only but there will be some small posts which will come under the private employes and you can definetly apply for it and you can work for it so all the best for your future Bro
