Well since your score is close to 400, I don't think that you will be able to get bams or bhms at 15%all India level the best you can do is try for state quota government college.
And I would be able to suggest
The cut-off for BHMS is 400+ for General Candidate, 360+ for OBC and atleast 320+ for SC/ST candidates. Private colleges may accept a score lower than this, but for government colleges you need to score this much atleast. The scores might vary depending upon the college and the domicile state.
