Yes, you can apply for BHMS in your desired college or university, or institution based on the 12th certificate equivalent.

The certificate should be issued by a reputed and government-identified institution like IGNOU, NIOS, state open school boards, etc.

The certificate is valid everywhere.

I am sorry you really cannot do anything even with donation or anything. The qualifying percentile for OBC is 40th percentile which is 137-108 marks in NEET UG 2021.
