As you have failed, you need to wait till the notification of cbse re-admission notification or you can give the cbse compartmental examination, after boards results are out, so keep an eye on the notification centre of cbse official site or contact with your college accordingly for the same.

If you are planning to take up your senior secondary education from a school affiliated to Bihar Board, it won't do any harm in the future. The only drawback it will have is that, scoring in exams will be difficult. CBSE board is easier as compared to Bihar Board.
It is appreciable that you are serious about your preparation from the start of your journey. Just be consistent throughout your preparation journey and you will achieve your goal. If you are consistent enough, AIR 1 is not difficult. Right guidance and consistency will help you achieve your goal. No matter how poor were you until now, just start now and make yourself better. Everyone has to start somewhere. Start with positivity and do your work honestly and you will achieve everything.
However, in my opinion, you should try to opt for a CBSE-affiliated school. English taught in Bihar Board schools is not as good as in CBSE schools. English is important nowadays. Also, you can score well over here. Board preperation won't be a burden for you.
